Effectively addressing these challenges requires unprecedented cohesion and coordination at the country's highest levels of decision-making and implementation. With the aim of providing a theoretical and practical framework to strengthen this cohesion, the present article examines the necessity of establishing a "General Headquarters for the Coordination of the Islamic Revolution."

This headquarters—comprising the heads of the three branches of government, the leaders of high-ranking institutions, and the secretaries of the country’s major councils, all operating under the central guidance and presence of the Supreme Leader—can serve as a body for coordination, policymaking, and supreme oversight, thereby paving the way for enhanced efficiency and accountability within the governance system. This "General Headquarters for the Coordination of the Islamic Revolution" represents the optimal link between the system’s "rational core" and its operational body; indeed, much like the *Velayat-e Faqih* (Guardianship of the Islamic Jurist) system itself, the mere concept of it compels immediate acceptance of its validity.

Foreword

Since its inception, the Islamic Republic of Iran has faced numerous ups and downs. Over the past decades, extensive efforts have been made to realize the goals and ideals of the Islamic Revolution; however, various challenges still persist on the path to the country's progress and development. Iran’s governance structure—comprising a multitude of diverse institutions—requires review and reform to enhance inter-agency cohesion and coordination, thereby paving the way for rapid, effective decision-making grounded in the national interest.Just as Western ideological foundations, philosophies of governance, and conceptual frameworks stand millions of light-years apart—and move in diametrically opposite directions—from the Prophetic tradition, the governance of Imam Ali, the writings of Imam Khomeini, and the directives of Imam Khamenei, so too can imported organizational structures, the tripartite system of government, and bureaucratic, red-tape-ridden, and employee-centric administrative processes—all rooted in the doctrine of the separation of powers and Montesquieu’s theories—prove to be a relentless and deadly quagmire for us.

One of the most significant obstacles to achieving development goals is the lack of coordination and synergy among the country's various decision-making and executive bodies. A multiplicity of decision-making centers, overlapping duties and authorities, and the absence of a supreme, overarching organizational authority for governance coordination and oversight have led to the waste of resources, delays in program implementation—and at times, even deviations from the intended path—ultimately diminishing the efficiency of the governance system. In this context, establishing a "General Headquarters for the Coordination of the Islamic Revolution" could serve as a crucial and unprecedented step toward remedying this shortcoming and strengthening the system's cohesion and efficiency.

Theoretical Foundations:

The idea of establishing the "General Headquarters for the Coordination of the Islamic Revolution" rests on several theoretical foundations, some of the most important of which are outlined below:

Systems Theory: According to this theory, every system—including the governance system—is composed of various interacting components. The system's efficiency and effectiveness depend on the degree of coordination and synergy among these components. Establishing a "General Headquarters for the Coordination of the Islamic Revolution" could serve as a coordinating mechanism, enhancing interactions between the different parts of the governance system.

Good Governance Theory: This theory emphasizes principles such as participation, transparency, accountability, and efficiency in the administration of societal affairs. Establishing a "General Headquarters for the Coordination of the Islamic Revolution" could help advance these principles within the governance system by creating a unified authority for decision-making and oversight.

The Theory of Imamate: The Imam of the Ummah plays a pivotal role in guiding and coordinating the activities of an organization or society. The definitive presence and central authority of the *Vali-ye Faqih* (Guardian Jurist) within the "General Headquarters for the Coordination of the Islamic Revolution" serve as a crucial and unique factor in establishing procedural uniformity, setting priorities, resolving disputes among various institutions, and ensuring the Headquarters acts as the final arbiter at the highest level of governance.

Structure and Functions:

The "General Headquarters for the Coordination of the Islamic Revolution" could be constituted by a body of high-ranking state officials, including the heads of the three branches of government; the heads of the Assembly of Experts, the High Council for the Resolution of Disputes and Regulation of Relations Among the Three Branches, and the Expediency Discernment Council; the Chief of Staff of the Armed Forces; and the secretaries of the Guardian Council, the Supreme National Security Council, the Supreme Council of Cyberspace, and the Supreme Council of the Cultural Revolution; as well as the head of the Resistance Economy Headquarters, the head of the IRIB (national broadcasting organization), the Governor of the Central Bank, and the head of the Plan and Budget Organization. The presence of the Supreme Leader (Vali-ye Faqih) as the head of this headquarters guarantees procedural unity and decision-making based on the supreme interests of the system. Naturally, the role of secretary—responsible for coordination and administrative duties—could be assigned to an individual distinct from the various office-holders who serve as members of the headquarters.

The duties of this headquarters may include the following:

Coordination among all branches of government: Establishing coordination among the policies and programs of the executive, legislative, and judicial branches to prevent the overlapping of duties and to foster synergy in pursuit of shared goals.

Determining national priorities: Determining the country's macro-priorities across various sectors—including economic, social, cultural, educational, media, judicial, military, and security—taking into account domestic and international conditions.

Approval of macro policies: Formulating and adopting the country's macro-policies by reforming and enhancing organizational structures, processes, and legislative frameworks across various sectors, with the aim of establishing a comprehensive and coherent framework for the activities of the governing authority, the government, and other institutions.

Oversight of policy implementation: Overseeing the proper implementation of the country's macro-policies to ensure the realization of intended objectives and to identify and resolve potential obstacles and issues.

Resolution of inter-agency disputes‌گاهی: Resolving disputes between various decision-making and implementing bodies in the country to prevent the waste of resources and delays in program implementation.

Presenting a report to the Supreme Leader: Submitting periodic reports to the Supreme Leader regarding the Headquarters' performance and the state of the country, in order to keep him informed and receive necessary guidance.

.‌Status of the Headquarters' resolutions:

To enhance the effectiveness of the "General Headquarters for the Coordination of the Islamic Revolution," the resolutions adopted by this body naturally hold a special status. Given the presence and central role of the *Vali-ye Faqih* (Supreme Jurist-Guardian) within the headquarters—as well as its membership composition—its resolutions are designated as "General Headquarters Resolutions" and are binding upon all institutions and organizations across the country, requiring no further oversight, coordination, or approval.

Challenges and Considerations:

The establishment of the "General Headquarters for the Coordination of the Islamic Revolution" also faces challenges and considerations that must be addressed:

Resistance to change: Certain institutions, individuals, factions, or influential figures—such as the Expediency Discernment Council, the heads of the three branches of government, or the Secretariat of the Supreme National Security Council—may resist the establishment of this headquarters, as they perceive it as a threat to their authority and influence.

Overlap with the functions of other institutions: It must be noted that the functions of this headquarters do not overlap with those of other institutions; rather, the "General Headquarters for the Coordination of the Islamic Revolution" has been established to address a long-standing structural void and enhance the system's efficiency. "Structural justice" here refers to the design of this headquarters to facilitate the presence and active role of the *Vali-ye Faqih* (Supreme Jurist) within the system of *Velayat-e Faqih* (Guardianship of the Islamic Jurist).

Red tape (bureaucracy): Efforts must be made to ensure that the activities of this headquarters are free from red tape, and that decisions are made and followed up on swiftly and with minimal formalities.

Preserving the independence of institutions: Care must be taken to ensure that the establishment of this headquarters does not lead to the undermining of institutional independence or the excessive concentration of power in a single authority.

Conclusion:

Establishing a "General Headquarters for the Coordination of the Islamic Revolution"—with the aim of bolstering the cohesion, efficiency, and accountability of the governance system—is an essential and unavoidable necessity. Comprising high-ranking state officials and operating under the central leadership of the *Vali-ye Faqih* (Supreme Jurist), this headquarters would serve as a supreme, unparalleled authority for coordination, policymaking, oversight, and problem-solving within the system, thereby paving the way for the realization of the country’s development and prosperity goals. Any delay in the formation of this body would undoubtedly result—both from the perspectives of religious law and reason—in sheer loss, while delighting enemies, facilitating the infiltration of hypocrites, and weakening the supporters of *Velayat-e Faqih*.The damaging nature of the void left by the absence of the "General Headquarters for the Coordination of the Islamic Revolution" is best illustrated by the fact that the Islamic system’s efficiency has been on an upward trajectory in its absence; yet, despite the Supreme Leader’s hundredfold efforts and the mobilization of all available capacities and resources, that void remains unfilled to this day.

Mohammad Mehdi Jafarizadeh

[32,5

post-207","post","type-post","status-publish","format-standard","hentry","category-32","category-5
["GET
